The International Common Application Process (ICAP) is an initiative used by the ESRC with FNR (Luxembourg) and FAPESP (Sao Paulo State, Brazil). ICAP criteria are also used in our other bilaterals to direct international reviewers.
ICAP does not constitute a separate research funding scheme, but consists of a common set of criteria to which research proposals should be written, and against which they will be assessed by independent peer reviewers.
In most cases, decisions on funding are still retained by both agencies from which funding for a bilateral project is requested (though consultation does occur), as bilateral research projects are normally in direct competition for funds with national projects. However, ICAP ensures that both agencies make their decision on the basis of the same substantive research proposal and external peer review.
